Program Offerings

The University Hospitals Tactical Medicine Division works with regional fire departments, EMS agencies, and law enforcement organizations to strengthen their ability to provide lifesaving care during critical incidents. Through nationally recognized training programs and operational support, UH TacMed prepares responders to manage trauma and medical emergencies in complex and dynamic environments.

 

UH Tactical Medicine provides training, equipment consultation, and operational support for agencies operating in high-risk environments.

 

Courses and Support Services:

  • Tactical Emergency Casualty Care (TECC) – For EMTs and Paramedics

  • TECC-LEO – For Law Enforcement and Non-EMS First RespondersTactical Combat Casualty Care (TCCC) – For Military Personnel

  • Gear Selection & Equipment Guidance – Support for tactical medics and high-threat operations

  • Training & Operational Support – Customized training based on departmental needs

 

Courses can be adapted to meet the specific operational requirements and available resources of individual agencies.

Training for Fire / EMS

Tactical Emergency Casualty Care (TECC):

  • 16 hours

  • EMTs, Paramedics, and Prehospital Providers

  • Evidence-based trauma care in civilian high-threat environments

 

The Tactical Emergency Casualty Care (TECC) course provides EMS practitioners with the knowledge and practical skills needed to deliver lifesaving care during active threats, mass casualty incidents, and other complex emergencies.

 

Three Phases of Tactical Care:

  • Hot Zone / Direct Threat Care
    Care is provided while responders are under active threat or hazardous conditions.

  • Warm Zone / Indirect Threat Care
    Care is provided after the immediate threat has been suppressed but may still reemerge.

  • Cold Zone / Evacuation Care
    Care is provided while patients are being evacuated from the scene.

     

Topics Covered:

  • Hemorrhage control

  • MARCHE assessment

  • Airway management

  • Patient movement and extrication techniques

  • Interactive patient simulations and scenario-based training

Rescue Task Force (RTF)

University Hospitals has worked alongside leaders who helped develop the Rescue Task Force (RTF). UH TacMed assists agencies in implementing RTF strategies that integrate fire, EMS, and law enforcement personnel during high-threat incidents.

 

Training is tailored to each department’s staffing, equipment, and operational capabilities to ensure readiness for complex emergencies.

Training for Law Enforcement

TECC-LEO:

  • 8 hours

  •  Law Enforcement Officers and Non-EMS First Responders

  • Tactical medical skills adapted for law enforcement operations

 

The TECC-LEO course introduces first responders to the principles of Tactical Emergency Casualty Care and teaches essential trauma management skills for high-threat situations.

 

Course Components:

  • Interactive lectures

  • Hands-on skill stations

  • Scenario-based patient simulations

 

Certification:

Upon successful completion, participants receive:

  • TECC-LEO provider certificate

  • TECC-LEO wallet card (valid for 4 years)

  • 8 hours of CAPCE credit for qualified participants

Self-Aid / Buddy Aid

  • 4 hours

  • Immediate lifesaving interventions for officers and fellow responders during critical incidents.

 

This course provides practical training that enables law enforcement personnel to deliver lifesaving care to themselves, partners, or civilians before EMS arrival.

  • Hemorrhage control

  • Basic airway management

  • Chest seal application

  • MARCHE assessment

  • Casualty evacuation techniques
